Paul I agree with you, another way to think about it is : I don't think anyone would think only controlling 85% of a wildfire would be all that great of a deal.
When I'm hiring a walking crew to chop out the thistles in the crop rows that the cultivator missed, I'd be real happy by how much the bill would be reduced if 85% of the problem was already addressed.
