The butt end of the ears silks come out first, if the plants weren’t dropping pollen yet, and beetles were eating them off then that could lead to your issue. I think the plant will only extend the silk so long. After about 10 days an unpollinated silk will not pollinate(they have a life span), also if it constantly rains or doesn’t dry out during the day light hours your plant may not shed pollen. It is very unlikely that your plants extended silks for 10 days before they were dropping pollen, but not totally impossible. The pollen has to attach to the side of silk and grow down into the kernel, this takes some time.
