Southeast WI | In the humid midwest seeding plus 2 or 3 years is standard when taking 4, sometimes 5 cuts per season.
On the flip side I have a couple clients with beef cattle that are very relaxed at taking dry hay - they try to wait for a true dry spell when cutting so they get a green crop put up. Quality doesn't matter much to them. In the land when alfalfa quality is cut May 20 they are taking first cut June 15th or later and only take 3 cuts. A stand can last 7-8 years easily for them.
