All the bugs you need to decompose are already out there. Just need to feed them. Apply some nitrogen.
That being said a better long term strategy is to build soil health using no till, manure, and cover crop. As your soil health improves, you’ll notice your residue decomposes faster and faster each year as the biology feeds itself.
