Calves go right through electric fence?

A neighbor has a few cows and calves in our meadow. 5 strand smooth hi tensile fence. 2-4 hot, 1-3-5 actually grounded with multiple ground rods. Speedrite tester shows 3000 volts at the far end of the fence. Cows don’t mess with it, calves walk in and out of the fence like it’s nothing. It looks like they go between 1 and 2 or 2 and 3. I’ve never had the problem before. What do I need to do? It’s a solar fence charger and I never thought it had a ton of power, but I can’t say I’ve ever had any trouble either.



Every wire on that fence should be as hot as he can get it. I do not understand this stuff of 2 hot wires on 5 strand hi tensile fence.
