I agree. I’ve touched 120v and I’ve got bit by a hot fence charger, the fence charger hits harder and hurts longer afterward.

I think the OP just needs a stouter charger. Solar chargers, while better than nothing, are weak. They might work as a reminder to animals that know to fear a hot fence, but they’re not enough for the young ones with no respect.
