NW IL | Illinois has much different cattle laws, but I'd make some calls to the sheriff if this is a really ongoing issue. For record keeping if nothing else. Pictures of each time out, yield maps at the end of the season documenting damages and lost yield.
If the cattle are out that often and the guy lives an hour away I'd mention something to the landlord. Landlord pressure sometimes works better than neighbor pressure...
Maybe find the highest joule fencer you can and send the guy the bill.
