My cows will stay in with one hot wire and my calves will stay in 2 wires with in a few weeks of birth and will stay in with one wire at about 90 days no matter what is on the other side. All I run is the cheap 100 or 200 mile (6 and 12 joule) Zareba Fencers. As stated above either too many weeds on that fence so either he needs to get them cut off or a bigger fencer and check for a bad or inadequate ground. Also helps if the cows actually have something to eat on their side of the fence. Unfortunately now they are trained to cross the fence for better feed, so now it needs to really light them up to retrain them, or as others stated wean and sell. Need to get a good tester such as this, https://www.speedritechargers.com/products/speedrite-digital-fault-f... ,Gallagher also has them, 6-7000 volts will be enough, but not any too hot on well trained cattle these will take more, like at least over 9000.
