Buy the biggest Cyclops battery fencer they make and a big solar panel hooked with a regulator into a tractor battery along with 3 ground rods installed with water. If they still get out, haul them to sale barn. A single hot wire protects the local Angus breeder's cows from stray bulls.
The average farm store solar fencer will not deter cows that want to get out neither will the average farm store 110 volt fencer.
