This is the answer. If he had a strong fencer, and it was working, they would not get out.
Could be grounding issue, could be grounded out, who knows, but a BIG fencer should cure the problem.

I buy bulls from a guy, and he keeps bulls on one pen and (unbred) heifers next to them, with only a single hot wire between. He has such a strong fencer he commented once the power was out for a day and a half, and still nothing got out. Do NOT just trust the fence is hot, get a tester and verify.
