Do you know for sure the fence is hot, it doesn't have a grounding issue or a short somewhere?

2 hot wires by corn is not a lot for pushy cattle in my mind. High tensile wire costs about $200 a mile or roughly 4 cents a foot. If you are not ready to run him off. He could probably could hire someone (or you and the nieghbors for a good price) to tack up 2-3 more wires for cheaper than the price of another accident and damage to your corn. And yes I agree with others encourage him to sell the calves price is good and it will likely end the headache.
