Cow damage to vehicles hits /should hit his liability insurance. Your son can emphasize the “good” was that his wife and kids weren’t hurt in this situation with the car vs steer calf. You can be kind but FIRM that stuff has reached a critical limit. Either he or you will talk with the landowner - and frankly it might take both of you if parts of the fence need adrressed. But, as Russ said, you need to be aware of what fencing laws actually mean..

Take note of cow tags # or ID as repeat trouble makers need to go back home. You could paint ball them too.

If a solar fencer, the battery might be dead inside so only puts out spark during day. That has happened to me.

Water the ground rods repeatedly. I’d drill holes in 5 gallon buckets to fill and leave and drip water out after filling it. Multiple rods.
