Buy a BIG fencer, ground rods, and a handheld tester. A little 560 Gallagher will literally knock me on my butt on a perfectly clean fence and stops cows quick.
Last pasture we rented had multiple shorts to ground that I’m sure the previous guys didn’t even realize as they evidently didn’t have a tester.
He needs to be checking fence daily for a week or two and keeping it HOT.
