A significant factor to be considered is the likelihood that the contingent liability will be nullified or will come to fruition.  As you know, contingent liabilities which are likely to to become actual liabilities and required to be disclosed on financial statements.  I think we can safely say Social Security etc are real debt even though they are technically classified as contingent.  .  .
