Are both ponds spring fed, or just runoff? Just off the cuff, dig until you find “blue” material (hopefully clay)- the blue indicates reduced iron; it hasn’t been exposed to air in order to “rust”, so now you know you’re in steady moisture.

The steel pipe might e plugged but has probably rusted- replace that with plastic- HDPE or schedule 40 or greater.

Unless you’re allergic to NRCS or local conservation district, stop in and see if they have the old “Ponds” book- lots of good ideas in that.
