Not a problem at all, just start digging along the creek bank to get the proper depth you want to set your pump/motor. 15' is not steep I have plenty of suction pipe 30-40' in creeks. You can make about anything work along as the water is deep enough.
Also if you think you are just going to start pumping out of that creek without a permit it's probably not going to last long. You want to talk to your local water district to see if you can get permitted. Maybe you know someone who use to pump out of this creek and no longer does, then you could offer to buy their permit.
