We have been dealing with this issue for awhile now. Locally we are trying to use more scene lighting at night and have the traffic control vehicles a bit further back with attention paid to try and avoid blinding. Sometimes it works sometimes it doesn't. It seems that law enforcement has been trained to think that every light on the vehicle needs to flash on high at night.
