You do realize that if you switch every other year and if you are in a two-crop rotation you never switch chemistries on those fields. You need to make sure your rotating chemistries on the field not by the year.
Also, just because you didn't order enough doesn't mean you can't change your order. Sounds like a piss poor excuse to me.
