SC WI | There are step 5 and step 4 front axles. You are setup as step 5, but there is step 4 option out there. Which would mean you need to regear the front axle or put 380/38 fronts on to match the backs.
I would first verify the build codes, then check axle housing, I am unaware on the 1300 front end, but the ILS and 1500 will have a casting stamp of either step 4 or step 5. Your tractor is old enough the axle could have been replaced or repaired wrong.
