To a degree, yes, and they reduced flows at Gavin's Point several days ago. But for those not from the area, the upper Mo dam system won't do a thing to reduce flows from the tributaries that got all the rain. The Jim (James), Vermillion, and Big Sioux all release into the Missouri below the last dam at Gavin's Point. Unfortunately the Corps can't reduce flow at Gavin's Point enough to make up the difference from the massive increase coming from the below-Gavin's rivers.
