The reason given by management was after a newly implemented drug testing policy, nearly all employees who were tested failed or they quit on the spot refusing to be tested. That was definitely a first to hear of such. .
My company started drug testing applicants in 2004. About 75% of applicants on the constuction side would take the offer to “Study a couple of weeks for the drug test”.
Most would just not show up for drug test, so we started doing drug test first before a job was offered. I struggled my whole career there, 22 yrs, to keep enough guys to run installation crews.
