You will have to set up 2 rate sections
for rate section 1 , assign rows 1,2,3,4,5,6,7,8,9,10,12,14,15,16,17,18,20,22,23,24,25,26,27,28,29,30,31,32
for rate section 2, assign rows 11,13,19,21
you will have to re-assign the population for section 2 every time you enter & leave pass 3
