My Hardi control box has the switches mounted on a printed circuit board. Using traces to route the connections to a 37 pin bulkhead connector is a slick way to keep the box small and not have a rat nest of wires. There's an abundance of custom PCB companies now maybe they could make one. In a more conventional install keep wire size as small as you can and get keyed switches so they can't turn in the mounting hole. The 21 amp load should probably be a remote relay near the pump.
