Seems to have fixed it. Actually just unplugging the relay and plugging it back in gave me the correct voltage, but I replaced the relay anyway.... Hopefully that is all that was wrong. After testing to make sure it worked, I tried wiggling/twisting/pulling on wires and I couldn't get it to fail again so I am pretty confident that I found the problem...
