You need to work on your terminology. Traditional diesel-electric locomotives are not hybrids since they do not store energy they just produce it.
The energy from dynamic braking a traditional diesel-electric locomotive is dissipated as heat via electric resistors; a hybrid would store this energy. As of today, the Union Pacific Railroad has partnered with ZTR to design an build hybrid locomotives that will be operated similar to mother-slug setups with a partner diesel-electric locomotive. UP is placing these units in yard service where they expect up to an 80% reduction in fuel consumed. When paired with a diesel-electric the pair can operate on diesel, battery, or a combination with the two units sharing power. Unlike a typical mother-slug setup where the slug must be powered from a mother unit, the hybrid pair locomotive can be operated as a pair or individual units.
