I think Cliff hit it on the head.
Just like a certain their sales have to average a certain MPG.
That is why they try so hard to sell the light duty pickup and all the cars are small.
Also the reason for the AFM and small engines. In real life those items do not increase mileage, but evidently they do in tests.
