Bremen, KS | Does your ipad have WiFi capability? If so, do you have a WiFi access point on your router/network? If so, the ipad should be able to access the Play Store.
As I don't have Apple devices, I'm not sure if iOS allows installing apps that it can't verify from the Play Store.
ETA:
Yes, your FAA registration number gets programmed into the RID unit. The app communicates with it via BlueTooth. To monitor the RID I use an app on my mail cell phone while an obsolete phone is used for the camera view when flying my Holy Stone drone.
