Mow it once a year.

There is a product that is used in the oil field business that works really for what you are wanting only requires one application per lifetime, is non biodegradable, safe for animals to eat small amounts of it, is resistant to erosion (soil may wash away but it stay behind to keep things dead). It is cheap and if you ask the right person they might give it to you for free.
