Yes, you can replace it with another metal capacitor with 12 "uf" rating. you can test that with an ohm meter, touch the probes to the terminals and the ohms should rise over a second or so, then reverse and they should start low and rise again, or just replace, or test with another capacitor. Don't use a black plastic one, too big and won't last.
