To be eligible for programs, she will have to show she has a vested interest. Fsa will probably ask her to show how she will get $ to operate with as well as paying for rental on equipment etc. since she probably doesn’t own anything, she’ll have to prove that she’s paying something close to a custom rate to use your equipment.
