Gov used to fund powerlines, via REA. That went away in the 80s. Now, if you want power, you pay for the lines. Single phase isn't cheap and 3-phase is worse yet. Some, but not all Co-Ops will have programs to reduce the costs. 
Guys that refused REA back in the 70s came to regret their decisions when a couple miles of single phase lines were over $100K when they priced service in the 90s.
