Will be interesting to see.  Guessing it is Fed.gov, Fed.gov contractors, Fed.gov facilities/land, maybe Fed.gov grants to state and local agencies.  Plus any states that apply similar regs in state government.  

Guessing it is not private business that doesn’t have to meet contract specs for Fed.gov work.
