Concrete is very good when it is in a compression load. The steel is added because it is very good under a tension load. If that concrete over the crawl space doesn’t have steel in it no way it will hold a vehicle. And filling it in won’t be compacted enough unless the concrete is removed first. Dad has a concrete manure pit at his place that is engineered for that job. It is pre cast panel. One day the local livestock hauler didn’t listen and drove his pickup and loaded gooseneck over the pit. When Dad told him what he had done he turned white. It is capable of handling 2 feet of dirt on it. Between the beams the concrete is only 2 inches thick but it was cast under controlled conditions and engineered for that.
