Operating a tandem without a CDL license for hauling grain from the farm is legal as long as the driver has the appropriate endorsements. In this case a B license and airbrake endorsement. This does NOT apply to combination vehicles. Different test and drive for combination.
Technically if you test and drive you could drive a combination without a CDL as well-but as someone else pointed out-at that point you may as well go ahead and get it-at least in the past. This past year our state changed the laws where you must now take a multi-week class to get a true CDL-so not sure if that closed that farmer loophole or no-bet it did.
