Subject: Can someone explain how this pencils out?

Fairbury, NE (Southeast)

"The moisture of this crop was a second, huge challenge. Black said the corn taken in by the 10 Maplehurst elevators in 2007 averaged 16.67 percent moisture; in 2008 moisture levels averaged more that 22 percent, in 2009 the average was more than 28 percent."

Taken from a DTN article about a northern Ill coop. I can't fathom taking 28 percent corn to town. To have that as an average truly boggles the mind. Is there really that much of a lack of on farm drying capacity in that area?
