South Central ish Nebraska | You found the problem with the check valve. We had a C-12 that did the same thing and you shouldn't be able to easily pump around that check valve. Putting a new check valve on also had the added benefit of a power increase since the fuel could go where it needed to go instead into the return.
Change that and your problems might be solved.
