The minimum flow is likely computed by the nozzle you have defined (if you have one defined).
So the L2 is "smart enough" to know the flow characteristics (minimum pressure etc.) for common tips? If so and one is defined maybe that tip should not be used below 30 PSI which would explain why the system is not allowing it to go below lower?
