In those high moisture areas, being 18” short of moisture just means there was way less excess water that ran out the drain tile. Exactly what happened to corn this year. Just because the tile is not running does not mean the crop will be yield limited by moisture. Those drought areas with 4” of moist soil and then 7’ of dust probably have reason to be worried.
