I run a 1660 with a 1000 series head (red) but if I found a washer that looked like that, the first place I'd look would be on the snapping rolls. It looks like the washer that holds the knives on, and even has the wear marks of one. The ones on my head have a smaller outer diameter (when compared to the inner diameter) and are notably thicker than a standard bolt bin washer, which yours appears to be.
