You should talk to your chemical dealer. Some herbicides have a higher risk of carry-over in high ph conditions. And your surface will be higher with the lime on top.
That said, most tillage will only mix it in the top few inches.
We are vertical tilling some stalks right now after a lime application. More so to gain a day or two faster planting if we have a wetter spring.
The lime with dissolve in with time.
No idea your location so your conditions could be much different.
