Obviously it's a very SMALL FRACTION of a second, if it's even possible. They work as advertised though, I have a smaller cheaper one that claims 1,000 amps through something like 8 gauge wires, but the wires are only a foot long, so maybe it's possible, probably not. It will definitely help a lot for an engine that only needs a second of good cranking to start.
