If the tractor drives perfect without an implement then you need to look at implement setup.  If the offage is always 3 inches one way you are probably looking for a 1.5" "mistake".  Since it is a three point implement check that your sway blocks are set the same.  Double check all the row unit measurements.  I like to measure from the center to the outside row to check this.
