We the taxpayers are the ones covering those carrying costs and not the banks. Yes, the $s are flowing through Bank of America, but the cash is being supplied by the fed via negative interest rate loans, which the banks are in turn buying Treasuries and making money on them (cash flow). Kind of a double whammy really on the tax payer. Giving money away and paying to do so.
