My guess is that is relative risk reduction. Absolute risk reduction is probably tiny to non exsistant.

David Diamond has done a bunch of research on the research covering statins. It is an excellent primer on the subject. But it will not match up very well with the TV commercial claims of all the benefits. Diamond talks about relative vs absolute risk reduction with statin use.

Edit: relative risk reduction and how it is figured starting around minute 5. 

"High cholesterol is healthy". Start around minute 18. If you are over 60 higher cholesterol means longer life, minute 25. Elderly people minute 30. "People with highest LDL had the longest life". "There is no intrinsic harm of having high LDL".

A very long and detailed presentation well worth the time to watch if a person is interested in heart health and statin drugs.
