Is that a clue? Piston seals hold 1700 but leak at higher pressure. Leaking to outside when valve is in neutral may be another clue. When oil leaks by piston to rod side of cylinder, it has less room so gets to higher pressure. Still have to find out if it is cylinder leaking by or pump not making adequate pressure. Unhook hose to hoist where you have the gauge and plug that opening. See if pump will make more pressure. Thinking about the pump, I have a pump like that that I have used for more than 50 years and still works good. So, if the oil wasn't awful when you took pump out, they work pretty good.

Yours looks pretty sanitary and not questioning your maintenance but some I have seen, a good grease job of hoist makes the machine work better.
