That pump should be capable of 3000 plus psi. run the hoist all the up till the relief valve squeals and check the psi. That style of hoist and what appears to be a short overhang really limits the lift. A lot goes into the correct geometry to get the most lifting power. More overhang and hoist placement farther ahead give more lift. Your hoist and the way it set up may never meet your expectations. Had a similar hoist under a 20' with 3' overhang and hinge to hoist length that gave a 50 degree dump angle that would dump 550 bushels but would not lift 600 at 3200 psi.
