Does the hoist settle back down when the valve is in neutral? If it doesn't, the problem is the pump. Can you hook a pair of hoses from hoist to tractor outlets? Keep gauge in the system. See what it takes for pressure to raise load. Sometimes the push - pull cable can get out of adjustment enough to have poor performance if valve isn't getting full action.

Yours is an 8 piston pump. I have a pump like that on a manlkift body. I think mine is 4 piston. When I set relief valve on hose to manlift, it went right to 2000 as I tightened the screw.
