Looks like a Williams pump. There is usually a psi rating etched into the side of the pressure relief valve. There should also be a tag on the flange mount which should identify its operating specifications.

Also, was there no suction screen on the inlet? 1700 psi is pretty low in the hoist pump world. But, the weight in the box and its position is what will be determining the output pressure. Still, it seems that either the pump and/or relief valve is not up to snuff.
