I would think 2,000psi would be safe on that system.
The leaky gland is an annoyance but not a sign the pump is a bad. Won’t limit lift unless it leaks faster than the pump pumps.
Pressure will rise until load moves or relief valve opens assuming pump is good. The leverage of the hoist changes throughout its range of motion so pressure drops as it extends.
