Some pc manufacturers have their own outlet stores online (also have to watch for copy cars like Dell refurbished that's not accurately Dell)
I tend to have the best luck buying from individual sellers on ebay. There are many good sellers that have quality stuff, especially discounted new and new open box. Again, have to separate the good sellers from the bad
